Abia State Governor Alex Otti signs the Mini-Grid Framework Regulation to boost electricity access, attract private investment, and power rural communities.

Abia State has taken a bold step toward reliable electricity access as Governor Alex Otti, OFR, officially signed the Abia State Mini-Grid Regulation Framework into use. The landmark policy is designed to open the state’s power sector to private-sector investment, with a strong focus on delivering electricity to unserved and underserved communities.

The signing ceremony, held on September 10, 2025 at the Banquet Hall of the Government House in Umuahia, marked the culmination of months of stakeholder engagement, consultations, and technical reviews. Governor Otti described the initiative as a catalyst for Abia’s industrialization and economic transformation.

“This framework expands our options for reliable electricity and will serve as a springboard for industrial growth and economic empowerment across Abia,” Otti stated.

What the Mini-Grid Framework Means for Abia State

According to Governor Otti, the Abia State Mini-Grid Regulatory Framework establishes a clear and legally backed roadmap for electricity generation and distribution by private investors. It answers key technical and commercial questions, defines stakeholder rights and obligations, and provides a fast-track system for dispute resolution.

This aligns with Nigeria’s new legal environment allowing subnational governments to take a leading role in electricity policy, thereby empowering states, investors, and institutions to extend access to millions of people previously left off the grid.


Partnership with International Solar Alliance (ISA)

Governor Otti acknowledged the International Solar Alliance (ISA) for its support in shaping and implementing the new framework. He emphasized that the initiative aligns with Abia’s goal of achieving a carbon-neutral future while meeting global renewable-energy investment standards.

ISA representatives, including Ms. Onyi Iyizoba, hailed the policy as a milestone for Nigeria’s energy transition and rural electrification drive. They expressed optimism that the regulation will attract new investments, accelerate electrification, and improve the quality of life for Abia residents.


A First in Nigeria’s Subnational Energy Policy

Commissioner for Power and Public Utilities, Engr. Ikechukwu Monday, highlighted that Abia is among the first states in Nigeria to establish a clear legal and institutional framework for mini-grid development. This, he noted, sends a strong signal to investors and energy innovators that Abia is open for business.

Energy expert Mr. Joanis Holzigel also noted that the framework addresses critical issues such as registration and permitting timelines, tariff setting and review processes, community engagement, and rural industrialization.


Dignitaries at the Signing Ceremony

The event was attended by top state officials including the Deputy Governor, Engr. Ikechukwu Emetu; Chief of Staff, Pastor Caleb Ajagba, Ph.D.; Commissioner for Information, Prince Okey Kanu; Special Adviser on Energy, Engr. Kachi Etolue, and other senior government appointees.
