Gov. Otti Hails EU as Abia Launches Sustainable Social Protection Programme

Abia State has officially launched the European Union-funded Supporting Sustainable Social Protection System (SSSPS) programme, a groundbreaking initiative designed to strengthen social welfare and reduce poverty. The launch, held at the Government House in Umuahia, also marked the inauguration of the Abia State Social Protection Council by Governor Alex Otti, OFR.

Speaking at the event, Governor Otti praised the European Union (EU) for its consistent support in health, education, environment, energy, and welfare projects. He noted that EU interventions have significantly improved the quality of life for thousands of vulnerable families in Abia State and across Nigeria.

Governor Otti highlighted that the EU-supported initiative would enhance the State’s ability to expand social safety nets and sustain progress achieved in the past 28 months.

“This programme is designed to bring more people into the social protection system, and our government is fully committed to its success,” Otti said.

The governor also pointed to the institutional framework his administration has created—such as the Ministry of Poverty Alleviation and Social Protection, the Commission for the Welfare of Disabled Persons, and the Senior Citizen Centre—to drive effective welfare delivery. He reaffirmed his vision to build an inclusive state where every individual’s basic needs are met, regardless of their circumstances.

EU Head of Delegation to Nigeria and ECOWAS, Ambassador Gautier Mignot, explained that the project, funded with €13 million and running from 2024 to 2027, will be implemented by UNICEF and the International Labour Organization (ILO) in collaboration with the Federal Government and participating states.

“This investment strengthens Nigeria’s social protection system and ensures no one is left behind,” Mignot said.

Ambassador Mignot added that the EU would donate ICT equipment to integrate poor and vulnerable households into the National Social Register, commending the Abia State Government for its commitment and collaboration.

ILO Country Director, Dr. Vanessa Lerato Phala-Moyo, emphasized that the programme aligns with Governor Otti’s “New Abia” agenda and the Federal Government’s Renewed Hope plan. She stressed the importance of providing safety nets for the most vulnerable through a strong partnership between UNICEF and ILO.

The event was attended by the Secretary to the State Government, Professor Kenneth Kalu, commissioners, and other senior officials, underlining the government’s commitment to inclusive growth and social protection.
