Abia State Governor, Alex Otti, has signed the Senior Citizens Welfare Bill into law, marking a major step toward strengthening social protection for elderly residents of the state.
The new legislation provides comprehensive benefits for Abia indigenes aged 60 years and above. Under the law, eligible senior citizens will receive monthly stipends, enjoy free access to public healthcare services, and be given priority in selected government services. The policy also makes provision for the establishment of a dedicated Senior Citizens Centre aimed at supporting the welfare, recreation, and overall wellbeing of the elderly.
Governor Otti, who was elected on the platform of the Labour Party in 2023, described the law as part of his administration’s broader commitment to people-focused governance. The initiative is seen as a continuation of his reform agenda, which earlier included the repeal of lifetime pensions for former governors and public office holders, a move intended to redirect public funds toward social development and citizen welfare.
The Senior Citizens Welfare Law has been widely praised by residents and civil society groups, who view it as a bold attempt to recognize the contributions of older citizens while easing the economic and healthcare burdens they face. Supporters also point to other reforms under the Otti administration, such as improved power supply in Aba and the prompt payment of workers’ salaries and allowances.
However, some concerns have been raised regarding the long-term sustainability of the programme. Critics have questioned the eligibility of non-indigenes residing in Abia, the transparency of funding sources, and how the state plans to maintain the scheme amid previous budgetary challenges.
