Gov. Alex Otti commissions Umueñe Court Complex, pledges better working conditions and digital facilities for Abia judiciary.
Abia State Governor, Dr. Alex Otti, has commissioned the newly completed Umueñe Ultra-Modern Court Complex in Isialangwa South Local Government Area, marking another milestone in his administration’s efforts to modernize the judicial sector across the state.
Speaking at the inauguration ceremony on Wednesday, Governor Otti in a speech titled “The Judiciary Not Left Behind” emphasized that his administration’s development strategy is all-encompassing, giving equal attention to every arm of government.
“We consider an effective judicial system as important to the development matrix as quality roads and efficient power supply,” Otti said. “A strong judiciary contributes directly to security, business confidence, and overall economic growth.”
The Governor highlighted that his government has invested heavily in modern, digital-ready court complexes across Abia to guarantee unhindered access to justice for every citizen.
He assured that the era of judicial officers operating in dilapidated buildings was over, stressing:
“Never again will our judicial officers work in structures that do not reflect their dignity and standing as oracles of truth and conscience.”
Governor Otti also charged judges and other judicial officers to uphold fairness and integrity in their duties, calling for a renewed commitment to timely and balanced justice delivery.
Expansion of Judicial Infrastructure Across Abia
The Governor revealed that more completed court projects in 16 other Local Government Areas would soon be commissioned, as part of a statewide initiative to strengthen the justice system.
He further disclosed plans to begin construction of multifunctional ultramodern judicial complexes in Aba and Umuahia, which will feature:
15 standard courtrooms,
Special courtroom and Chief Judge’s chambers,
Conference centers for judges,
A 1,000-seater multipurpose hall,
And other modern facilities that underscore the judiciary’s central role in Abia’s development.
Judiciary and Dignitaries Laud Otti’s Vision
In her remarks, the Chief Judge of Abia State, Justice Lilian Abai, described the project as “a symbol of justice and hope,” commending the Governor’s visionary leadership and dedication to strengthening the state’s judicial system.



She expressed optimism that the new facility will enhance the speed and quality of justice delivery in Abia State.
Similarly, Senator Darlington Nwokocha, Hon. Ginger Onwusibe, and Hon. Chinwendu Rowland lauded Governor Otti’s commitment to infrastructural transformation, assuring him of continued support from the people of Isialangwa South.

The Attorney General and Commissioner for Justice, Barr. Ikechukwu Uwanna, SAN, noted that the Umueñe Court Complex is equipped with digital connectivity, independent power supply, water facilities, modern IT tools, and facility management systems, positioning it among the best judicial infrastructures in Nigeria.
The commissioning ceremony was graced by dignitaries from various sectors who praised the Governor for his bold steps in reforming Abia’s justice system.
