In furtherance of Governor Otti’s sustained and intentional reforms aimed at establishing a public service, driven by innovation and technology to meet the demands of the 21st century, four officials from the Abia State Civil Service and Government of Abia State have been selected to participate in an all-expense-paid training on Cloud Data Centre Planning and Construction between July 17th to August 6th, 2025, in Hubei, Jiangsu, and Henan Provinces, People’s Republic of China.
The training will cover critical Skill areas, including Cloud Data Centre Design and Security, the Application of Artificial Intelligence and 5G in Data Networks, Smart City Infrastructure, and International Exchange on Digital Transformation Practices. The training programme will be facilitated by the Wuhan Research Institute of Posts and Telecommunications (FiberHome Technology Group) through the Office of the Chinese Consul General in Lagos, as part of China’s effort to support the deepening of bilateral relations between the People’s Republic of China and Abia State Government.
Those who have been identified for the overseas training following Governor Otti’s approval include, Ms. Chibuzor Elizabeth Chijioke, Special Assistant to the Governor on Science, Technology, and Innovation (Female); Mrs. Justina Eboh, Permanent Secretary, Ministry of Science, Technology & Innovation (Female); Mrs. Nnedinma Nwadinobi, Ministry of Arts, Culture and Creative Economy (Female); and Mr. Ogwo Chimaoge, Bureau of Training under the Head of Service (Male).
Recall that in 2024, the Administration of Governor Otti partnered with the British High Commission to train over 500 Abia civil servants on digital skills, funded by the United Kingdom’s Foreign, Commonwealth and Development Office (FCDO).
Earlier this year, Governor Otti flagged off the Abia State Dedicated Internet Access/Wide Area and Managed Network Project to enhance digital governance in the State. Gov. Otti made it clear that the goal is to enhance Governance deliverables by equipping and empowering Civil Servants to do their job effectively.
Recently, Governor Otti granted automatic employment into the State’s Civil Service to the 19 best-performing graduating students out of 510 in the TechRise ICT digital training programme, organised by the Abia State Government in collaboration with the 17 Local Government Mayors, and facilitated by LearnFactory Nigeria.
Under His Excellency’s transformational leadership, Abia State Civil Service is being repositioned to adhere to global best practices, anchored on innovation, transparency, accountability, and efficiency. Dr. Otti remains firmly committed to promoting global exposure and technical excellence among public servants in line with the administration’s core vision.
The renewed national and international confidence in Abia has made such opportunities not only possible but increasingly frequent. This training represents yet another milestone in the ongoing effort to align the State’s human capital with the demands of a competitive digital economy.
