Gov. Alex Otti donates 28 new Geely cars to Abia Permanent Secretaries, boosting morale and driving a new era of civil service transformation.
In a bold move to boost morale and efficiency within the Abia State Civil Service, Governor Dr. Alex Otti has handed over 28 brand-new Geely Emgrand vehicles to Permanent Secretaries across various ministries.
The official presentation ceremony took place on Tuesday at the newly commissioned Michael Okpara Auditorium, Umuahia, where the governor reaffirmed his administration’s resolve to restore the dignity and productivity of the state’s civil service.
“You Won’t Pay a Dime,” Otti Tells Beneficiaries
Addressing the beneficiaries, Governor Otti said the vehicles were part of his administration’s commitment to making the work of Permanent Secretaries easier and more effective.










“Gone are the days of coming to work with keke. Your documents and details are ready. You don’t have to pay anything for these cars,” the governor declared, drawing applause from the audience.
He explained that the initiative reflects his administration’s broader vision to modernize public service operations and motivate civil servants to deliver quality governance.
Merit, Not Connection, Guided Appointments
Governor Otti emphasized that all Permanent Secretaries were appointed based solely on merit, transparency, and competence, not personal ties or political connections.
“Everyone here earned this position. Even those I knew personally went through the same transparent process as others,” he said.
He praised the officials for their cooperation and described them as “instrumental” to the success of his government’s reforms.

Civil Service Transformation Through Technology
Highlighting the next phase of his administration’s reform agenda, Otti revealed plans to digitalize the civil service for greater accountability and efficiency.
“We’ve approved the procurement of internet-ready devices for all offices. Abia is moving towards becoming a fully digital, internet-ready state,” he announced.
The governor said this shift will strengthen data management, improve service delivery, and make governance more transparent and responsive.
Permanent Secretaries Laud Governor’s Gesture
Speaking on behalf of the recipients, TPL Ukpabi Ukeje, Permanent Secretary, Ministry of Lands, thanked Governor Otti for providing the vehicles and for his efforts to reposition the civil service.
“This gesture is a huge motivation. You’ve made our work easier, and we’re truly grateful,” Ukeje said.
Also speaking, Sir Chris Onwuegbu, Permanent Secretary, Ministry of Information, described the gesture as a “morale booster” that would inspire them to deliver better service to the people of Abia.
The event was graced by top government officials, including the Secretary to the State Government, Head of Service, Chief of Staff, and Commissioners.
