As of Sunday, September 7, 2025, the Independent National Electoral Commission (INEC) has recorded a massive turnout in its online pre-registration exercise for the Permanent Voter’s Card (PVC).
According to INEC data, a total of 3,544,850 Nigerians have successfully pre-registered online since the commencement of the process on August 18, 2025.
States with the Highest Pre-Registrations
Topping the list is Osun State, with an impressive 518,635 applications, followed by Lagos State at 440,647, and Ogun State with 348,217. The top five states with the highest pre-registration figures are:

- Ogun – 348,217
- Borno – 296,409
- Kebbi – 193,781
Other states with significant figures include Kaduna (187,480), the Federal Capital Territory (180,260), Yobe (173,731), Kogi (166,010), and Oyo (160,652).
States with the Lowest Pre-Registrations
At the bottom of the ranking are Ebonyi (1,616), Enugu (1,203), and Abia (2,629). Other low-performing states include Edo (7,893) and Adamawa (8,849).

The latest numbers highlight the growing enthusiasm among Nigerians to participate in the upcoming electoral process. INEC has reiterated that pre-registration is just the first step, and applicants must complete the process at designated centers to obtain their PVCs.
The commission continues to encourage eligible citizens to seize the opportunity, stressing that a valid PVC is the only tool for exercising their democratic right in future elections.
