Nigeria’s House halts WAEC computer-based exams until 2030, citing poor infrastructure and unequal access in rural schools.
The Nigerian House of Representatives has ordered the suspension of the proposed computer-based testing (CBT) system for the West African Senior School Certificate Examination (WASSCE) until 2030. This decision, reached through a unanimous resolution, directs both the Federal Ministry of Education and the West African Examinations Council (WAEC) to halt the planned rollout slated for 2026.
Lawmakers cited widespread infrastructural challenges, including unreliable electricity supply, poor internet connectivity, and lack of digital learning facilities across rural areas, as key reasons for the suspension. According to the resolution, over 70% of public schools—especially in rural communities—lack the basic infrastructure required to support computer-based testing, a shortfall that could cause widespread failure and deepen the educational divide between urban and rural students.
Leading the motion, Hon. Mark Terseer from Benue State emphasized that while technological advancement in education is vital, Nigeria must first ensure equitable access to ICT facilities. He urged the government to prioritize the construction of digital learning centers, the recruitment of qualified computer science teachers, and the provision of functional computers and reliable internet access between 2026 and 2029.

The House maintained that adequate preparation within the next four years will enable a smoother, fairer transition to a computer-based examination system nationwide by 2030. Lawmakers reaffirmed their commitment to promoting digital literacy but stressed that modernization must not come at the expense of fairness or inclusivity in education.
