Tinubu urges House to approve bill establishing National Cocoa Management Board to boost regulation and strengthen Nigeria’s cocoa industry.
President Bola Ahmed Tinubu has formally requested the approval of the House of Representatives for a bill establishing the National Cocoa Management Board.
In a letter addressed to the Speaker of the House, Rt. Hon. Abbas Tajudeen, the President stated that the Executive Bill is being transmitted in accordance with Section 58, Subsection 2 of the 1999 Constitution (as amended).
The proposed legislation, titled National Cocoa Management Board Establishment Bill, 2025, aims to regulate, promote, and harmonize all cocoa-related activities across Nigeria. According to President Tinubu, the creation of the board will ensure effective coordination of the cocoa value chain, enhance product standards, and strengthen Nigeria’s competitiveness in the global cocoa market.
The initiative is part of the administration’s broader efforts to diversify the economy, boost agricultural productivity, and increase non-oil revenue through sustainable agribusiness development.

If passed, the National Cocoa Management Board is expected to serve as a central authority overseeing quality control, research, marketing, and policy implementation in the cocoa industry a sector that has historically contributed significantly to Nigeria’s economy.
