Lagos, Ogun and Kaduna States have emerged as the top three best-performing states in Nigeria, according to the 2025 State Performance Index (pSPI) released by Phillips Consulting.
The annual report evaluates the performance of Nigeria’s 36 states using a comprehensive framework that measures governance quality, fiscal management, infrastructure development, and public service delivery. The assessment is designed to provide policymakers, investors, and citizens with a clearer picture of how states are performing across key development indicators.
According to Phillips Consulting, the 2025 ranking was based on a balanced methodology that combined objective data and public opinion. Seventy percent of the evaluation was derived from measurable indicators such as audited financial statements, fiscal sustainability, infrastructure projects, and service delivery outcomes. The remaining 30 percent came from a nationwide citizen perception survey that captured residents’ views on governance and development in their respective states.
A major feature of this year’s report is the introduction of a five-star rating system, aimed at providing a clearer representation of state performance levels. The Federal Capital Territory (FCT) was excluded from the ranking because it did not publish audited financial reports required for the assessment.
Lagos State emerged as the highest-ranked state in the country, earning a prestigious five-star rating. The state maintained its leadership position due to its strong economic base, sustained infrastructure expansion, improved service delivery, and fiscal performance.
Ogun State secured the second position with a four-star rating, reflecting its growing industrial capacity, infrastructure investments, and improving governance indicators.
Kaduna State followed closely in third place, also receiving a four-star rating for its performance in public sector reforms, infrastructure development, and service delivery initiatives.
Adamawa State ranked fourth with a four-star rating, highlighting notable progress in governance and development efforts over the past year.
The report also identified Niger, Nasarawa, Gombe, Jigawa, Plateau, and Abia as the remaining states in the top ten, showcasing strong performances across various development and governance indicators.
