Abia Government Clarifies Toyota Hilux Procurement Figure in 2025 Accountant-General’s Report
The Abia State Government has clarified an error contained in the 2025 Accountant-General’s Report concerning the reported procurement of Toyota Hilux vehicles.
The clarification followed a review of the relevant payment records and supporting procurement documents by the Office of the Accountant-General, which established that the expenditure of ₦1,003,091,350.00 was for the purchase of 12 Toyota Hilux vehicles, rather than two vehicles as indicated in the published report.
According to the state government, the discrepancy was caused by an entry error in the consolidated schedule on page 401 of the report. The figure “2” was reportedly published after the digit “1” was inadvertently omitted, thereby creating an incorrect impression about the quantity of vehicles procured.
The government explained that the verified payment records show that the total expenditure covered 12 vehicles supplied under different procurement entries.

Based on the verified figures, the average expenditure works out to approximately ₦83.59 million per vehicle.
The state government said the suppliers involved are identifiable corporate entities and noted that the quantity, specifications and financial value of the vehicles can be independently verified through the suppliers and relevant government records.
The clarification comes amid public interest in the financial details contained in the state’s 2025 Accountant-General’s Report. The government expressed appreciation to Abians and other members of the public for scrutinising the publication and providing feedback on issues requiring clarification.
The administration also reiterated Governor Alex C. Otti’s position that government is not immune to mistakes. It said any identified error, omission or typographical mistake in official publications would be acknowledged and corrected where necessary in the interest of transparency.
The government further disclosed that the reporting discrepancy concerning the Toyota Hilux procurement would be formally corrected, alongside an explanatory note, to ensure that the official record accurately represents the transaction.
The Abia State Government reaffirmed its commitment to transparency, accountability and prudent management of public resources, stressing that it would continue to make financial records available to the public and provide clarifications whenever legitimate questions arise.
The clarification was issued by the Commissioner for Information, Prince Okey Kanu, on September 1, 2026.
