The Federal Government has applauded Abia State Governor, Dr. Alex Otti, for delivering and officially handing over Nigeria’s first purpose-built Nigerian Air Force Administrative Complex to the Federal Government, describing the project as a landmark investment in national security and intergovernmental collaboration.
The historic handover ceremony took place in Umuahia on Friday, July 31, 2026, with the Minister of Defence and the Chief of the Air Staff receiving the facility on behalf of the Federal Government.
Speaking during the event, Governor Otti reaffirmed that safeguarding lives and property remains one of the primary responsibilities of government. He said the completion of the project reflects his administration’s unwavering commitment to strengthening the state’s security architecture while promoting strategic partnerships with the Federal Government.
According to the governor, ensuring the safety of residents and visitors is non-negotiable, adding that the establishment of a Nigerian Air Force presence in Abia marks a major milestone in the state’s security development.
Governor Otti described the arrival of the Air Force as a long-awaited achievement that completes the presence of Nigeria’s three armed services in Abia, alongside the Nigerian Army’s Goodluck Ebele Jonathan Barracks in Ohafia and the Nigerian Navy College of Accounts and Finance in Owerinta.
He expressed appreciation to President Bola Ahmed Tinubu and the leadership of the Nigerian Air Force for supporting the initiative, assuring that the Abia State Government would continue to provide the necessary assistance to enable the Force to effectively discharge its responsibilities.
The governor also revealed that the state government has already allocated 120 hectares of land within the ongoing Abia Airport project at Nsulu for the construction of a permanent Nigerian Air Force Base. He disclosed that work on the base will commence immediately after the airport runway is completed.
To ensure a smooth take-off of operations, Governor Otti further announced that accommodation has been secured across Umuahia for Air Force personnel. He added that the state intends to build a long-term partnership with the Nigerian Air Force beyond security by exploring collaborations in education, youth development and human capital advancement.
According to him, sustainable development can only thrive in a secure environment, noting that the administration’s investments in infrastructure, education and economic opportunities are all geared toward reducing crime and improving the quality of life for citizens.
Governor Otti also paid tribute to the Minister of Defence, General Christopher Musa (Rtd.), and the late Chief of Army Staff, Lieutenant General Taoreed Abiodun Lagbaja, acknowledging their support during the security challenges that followed the killing of soldiers in Abia in 2024.
In his remarks, the Chief of the Air Staff, Air Marshal Kelvin Aneke, described the establishment of the Air Force administrative complex as a historic achievement that would significantly enhance military operations, strengthen security across the South-East and contribute to socio-economic growth.
He praised Governor Otti for what he described as an unprecedented commitment to national defence, noting that the governor’s investment represents a model for effective collaboration between state governments and the military.
Air Marshal Aneke stated that, within his months in office, it was the first time a state governor had voluntarily delivered infrastructure of such magnitude to the Nigerian Air Force, describing the gesture as one that has greatly eased operational challenges for the service.
He assured residents that officers and personnel deployed to Abia would prioritize professionalism, public safety and peaceful coexistence while adding that the Air Force would carefully consider the governor’s request for the establishment of a military training institution in the state.
The Minister of Defence, General Christopher Musa (Rtd.), also commended Governor Otti for demonstrating practical leadership through strategic investments in security infrastructure.
He described the project as a clear indication that national security requires collective responsibility and cooperation between governments, security agencies and citizens.
The minister urged Nigerian Air Force personnel posted to Abia to maintain the highest standards of discipline and professionalism while contributing positively to the state’s development.
Earlier, Abia State Commissioner for Lands, Chaka Chukwumerije, and the Special Adviser to the Governor on Security Matters, Navy Commander MacDonald Uba (Rtd.), explained that the project was conceived as part of the state’s long-term strategy to strengthen security and create a safer environment for residents and investors.
They disclosed that Governor Otti personally facilitated the allocation of land, issued the Certificate of Occupancy to the Nigerian Air Force and ensured the construction of the facility in line with the service’s operational specifications.
The newly completed complex features a fully equipped administrative headquarters with an auditorium, conference hall, clinic, armoury, registry, offices, kitchen, canteens and other operational facilities. Supporting infrastructure includes a guardroom, quarter guard, gatehouse, observatory post and works unit designed to support efficient military operations.
The ceremony was attended by the Secretary to the State Government, Dr. Emmanuel Meribeole, alongside senior government officials, military officers and other distinguished guests.
