The Federal Government, through the Federal Ministry of Education, has partnered with UNESCO and the African Union to launch a new mobile learning initiative aimed at improving the professional development of teachers across Nigeria and other African countries.
The initiative was officially unveiled during a three-day Master Training Programme taking place in Abuja from July 21 to July 23, 2026. The programme focuses on equipping educators with digital learning skills while expanding access to quality professional development through mobile technology.
With the theme, “Empowering Female Teachers and School Leaders through Integrating Mobile-based Learning in the Pan-African Virtual and Electronic University (PAVEU) Initiative,” the training is designed to enhance the capacity of female teachers and school leaders using innovative and technology-driven learning solutions.
The programme is being implemented by the Federal Ministry of Education in collaboration with the UNESCO International Institute for Capacity Building in Africa (UNESCO-IICBA) and the Pan African University (PAU). It also forms part of a broader educational initiative supported by the Government of Japan.
According to the Ministry, the project will benefit educators in Nigeria, Algeria, Cameroon, Kenya, and South Sudan, providing greater access to continuous professional development through flexible mobile learning platforms.
The initiative addresses common challenges faced by teachers, including limited access to training, geographical barriers, time constraints, and inadequate educational infrastructure. Through a low-data and offline-friendly digital platform, teachers can conveniently access learning materials and training resources from virtually any location.
Education stakeholders believe the programme will strengthen teaching quality by promoting continuous learning and equipping educators with modern digital skills required in today’s evolving education landscape.
The Federal Ministry of Education reiterated its commitment to improving teacher capacity through digital innovation, emphasizing that accessible and inclusive professional development remains a critical step toward enhancing learning outcomes and building a resilient, future-ready education system.

The Ministry noted that empowering teachers especially female educators and school leaders with modern digital learning tools will contribute significantly to improving the quality of education and achieving sustainable educational development across Africa.
