The Nigerian Communications Commission (NCC) has commenced a nationwide registration and authentication programme for SIM-enabled devices as part of efforts to tackle illegal imports and ensure compliance with Nigeria’s telecommunications regulations.
The initiative will establish a central database for communications devices operating in Nigeria and make registration compulsory for SIM-enabled equipment imported into the country before such devices can be sold.
According to the NCC, devices that fail to meet the registration and authentication requirements will be prevented from accessing Nigerian mobile networks.
The telecommunications regulator said the new framework is designed to strengthen compliance with its Type Approval regulations, which require communications equipment imported, marketed, or used in Nigeria to meet specified technical and regulatory standards.
To achieve this, the commission is introducing a technology-driven system capable of electronically checking whether SIM-enabled devices satisfy the required Type Approval conditions.
At the centre of the initiative is the Device Management System (DMS), which is expected to provide the technological infrastructure for automated monitoring of devices and stronger oversight of the telecommunications equipment market.
The NCC explained that the system would make Type Approval enforcement more efficient and consistent by enabling the commission to electronically establish whether SIM-enabled devices comply with approved standards.
Beyond regulatory compliance, the DMS is expected to improve the integrity of Nigeria’s device ecosystem, support better network performance, and assist authorities in identifying devices that do not meet established requirements.
The legal foundation for the initiative is Section 132(2) of the Nigerian Communications Act 2003. The provision requires licensed telecommunications service providers, equipment manufacturers and suppliers to obtain Type Approval from the NCC before communications equipment can be sold or deployed in Nigeria.
The commission has already commenced the first phase of the automated Type Approval compliance programme. As part of the process, it is working with the Nigeria Customs Service, original equipment manufacturers, importers and relevant market associations.
The initial phase involves registering devices currently held in stock while also ensuring that newly imported SIM-enabled equipment is registered and authenticated.
The NCC said the framework would strengthen its ability to identify illegally imported and non-compliant devices before they become widely deployed across Nigerian networks.
Edoyemi Ogoh, Director of Technical Standards and Network Integrity at the NCC, said the commission’s Type Approval Business Rules issued in August 2024 provided the basis for creating a Central Equipment Identity Register.
The proposed register will contain information on SIM-enabled devices through their International Mobile Equipment Identity (IMEI) numbers. IMEI numbers are unique identifiers assigned to mobile devices and can be used to distinguish individual equipment operating on telecommunications networks.
Ogoh explained that the commission undertook stakeholder consultations and market studies following the release of the rules, which helped shape the design and deployment of the new system.
He said the establishment of a central IMEI database would give the NCC greater capacity to determine whether devices entering and operating within Nigeria comply with applicable technical standards.
The regulator further clarified that registration will be mandatory for SIM-enabled communications devices entering the Nigerian market.
Consequently, devices that have not been properly registered will not be allowed to connect to Nigerian telecommunications networks.
The new framework is expected to have significant implications for mobile phones and other communications equipment capable of using SIM cards, particularly devices imported through unofficial or unapproved channels.

By strengthening device registration, authentication and Type Approval enforcement, the NCC aims to create greater accountability within Nigeria’s telecommunications equipment market while protecting network integrity and ensuring that communications devices available to consumers meet approved regulatory standards.
